PHILADELPHIA (WTXF) – I-95 northbound is back open in Philadelphia, four hours after a traffic-trailer accident forced authorities to close the highway.
Traffic had to exit at Girard Avenue.

FOX 29’s Bob Kelly said it looked like the truck hit a median in the construction zone where there is no shoulder.
There was fuel on the road, and hazmat crews were called to the scene.
